Is an immigration consultant the same as an immigration agent or visa agent?

In everyday searches, people use immigration consultant, immigration agent, visa agent and visa consultant to mean similar things. What matters is authorization, because a representative who is not authorized cannot legally represent you for a fee. How can I verify your licence?
